B | 二是重构三维分类体系。打破旧版二元划分模式，将城市公共设施划分为市政设施、公共服务设施、数字公共基础设施三大类，新增低空基础设施、社区服务设施相关内容，首次系统规范城市信息模型（CIM）、算力中心、城市感知终端等数字底座管理要求，让分类更具前瞻性和包容性。 三是厘清多元权责闭环。明确产权单位、运维单位、行业主管部门管理责任，搭建社会组织、志愿者、市民共同参与监督的多元治理闭环，细化规划建设、日常运维、检修养护、应急处置全流程实操细则。
